Objective

Stuttgart Airport sought to enhance its operational coordination by transitioning from two decentralized
coordination centers—one for airside and one for terminal processes—to a centralized Airport Operations Centre (APOC). This transformation aimed to improve collaboration with stakeholders and
optimize decision-making.

Due to location constraints, Stuttgart Airport adopted a two-step approach:

  • An initial APOC version within an existing coordination center, primarily involving internal
    stakeholders, to establish a solid foundation
  • A second, fully realized APOC in a newly constructed facility, incorporating external
    stakeholders.

Although existing systems and structures were in place, Stuttgart Airport required expert guidance in shaping a comprehensive APOC strategy, integrating stakeholder collaboration, and aligning the transformation with organizational and operational needs. Airport Intelligence supported Stuttgart Airport by:

  • Defining the vision and ambition for the new APOC
  • Mapping the roles, responsibilities, and interactions within the APOC
  • Outlining a phased implementation roadmap for the current and future locations

    • People and organization: Defined roles, responsibilities, and structure

    • Infrastructure: Designed APOC layout and functional requirements for both interim and permanent locations
  • A tailored change management program to onboard internal stakeholders and facilitate the transition
    • Engaging HR teams and unions in discussions on organizational impact
    • Initiating stakeholder onboarding through change management initiatives.
  • A high-level benefit analysis and feasibility study to ensure strategic alignment.
  • A structured roadmap for the phased APOC implementation
    • Including coordinating with technical teams to prepare for construction of the new APOC
    • Starting by a validation & review of the APOC concept with management

 

By aligning project milestones with real-time insights and implementation progress, Stuttgart Airport has already begun its transition towards a more integrated, data-driven, and proactive operational coordination model.
