Sustainable Airport Mobility Plan (SAMP) for the Airports of Tomorrow

A practical framework for creating sustainable, accessible and multimodel airport mobility ecosystems.

As airports continue to grow into complex multimodal transport hubs, accessibility has become a critical success factor for passengers, employees, cargo operators and surrounding communities. This publication presents the development of the first Sustainable Airport Mobility Plan (SAMP) at Brussels Airport, introducing a structured methodology that adapts the European Sustainable Urban Mobility Plan (SUMP) approach to the unique airport environment.

The paper outlines how airports can build a collaborative, data-driven mobility strategy that improves connectivity, supports modal shift, reduces emissions and strengthens stakeholder cooperation. It demonstrates how sustainable mobility planning extends beyond transport infrastructure and becomes a strategic enabler of airport performance, customer experience and long-term resilience.

While SAMP focuses on mobility to and from the airport, its impact goes far beyond accessibility. Within the Total Airport Management (TAM) philosophy we believe in, all factors influencing airport performance must be considered, including landside mobility. By improving the movement of passengers, employees, cargo and visitors, SAMP helps create more predictable, efficient and resilient airport operations.

Drawing on the experience of Elke Bossaert and Korijn Defever, the publication provides airports with a transferable model to develop their own SAMP, align mobility ambitions with sustainability goals and create a more connected, efficient and future-ready airport ecosystem.
